"To the Right Honourable Lord Viscount Melbourne Secretary of State for the Home Department.
The Humble Petition of Thomas Tipper of Leek in the County of Stafford, Cordwainer
Sheweth
That your Petitioner has a family of two Sons and two Daughters which your Petitioner has endeavoured to bring up respectably by his own Industry.
That your Petitioner has Instructed them in his own Trade and habituated them as he had every reason to believe to honest pursuit and industry but unfortunately your Petitioner’s eldest son Daniel Tipper got acquainted with bad characters in the Town of Leek who have been but too successful in leading him from the Path of honesty and the principles endeavoured to be inculcated by your petitioner.
That your Petitioner’s son Daniel Tipper as your petitioner now believes assisted in the Robbery of William Gould of the Township of Healow in Leek Parish on the Twenty Sixth day of December last of his Watch and other Articles and of which offence he with John Lovatt an accomplice were convicted at the last Assize held at Stafford and Judgment of Death recorded against them – that such Conviction took place principally on the evidence of James Smith also an accomplice and the principal actor in the Robbery.
That your Petitioner verily believes the offence of which his Son has been convicted is his first departure from the Strict paths of Honesty and as not only the Prosecutor but also the Jury by whom he was tried recommended him to the merciful consideration of the Court - Your Petitioner is in hopes that a light Punishment would answer the Justice of the Case (which was not attended with any aggravated circumstances of Violence) and your Petitioner would add his own exertion afterwards in inculcating in him strictly his moral Duty and uprightness. Your Petitioner therefore humbly prays that you will be pleased to take this case into your most serious consideration and recommend to his Majesty such a mitigation of Punishment as your Lordship shall deem proper.
And your petitioner will ever pray &

Thomas died in 1862, in Leek, Staffordshire. Thomas's Death was Registered at the Leek Register Office in the Oct-Nov-Dec Quarter of 1862.9,10
Born Dilhorne per 1851 Census, but baptism not yet found and parentage not yet definitive: there is a very obvious candidate for Thomas's father in Daniel Tipper who was married at Norton-in-the-Moors on 13.03.1777 to Mary Adams, two years before Thomas's supposed birthdate. This may be the Daniel baptised at Cheadle 23.01.1747, the son of William Tipper and Mary nee Beardmore. Norton is just outside Burslem, about equidistant from Cheadle, Dilhorne and Leek. Daniel and Mary had daughters Sarah and Susannah baptised in Dlihorne in 1777 and 1782. The possible continuity of the name Daniel from grandfather to grandson is noteworthy and, though much more common, the name Mary from grandmother to granddaughter. Daniel's trade was as a Skinner and other members of his extended family became quite prosperous as Skinners and Saddlers - so one could argue a possible leather trade connection with shoemaking. HOWEVER there is a problem in that Daniel appears to have remarried in Cheadle on 15.07.1791 to an Elizabeth Moreton; Daniel was then buried at Cheadle on 26.11.1806 aged 60, and left a will, which essentially gave a life interest to Elizabeth and one of his married sisters, with the residue split among various nephews and nieces - with no mention of a son Thomas, or any other children. The details in the will of his sisters Dorothy Smith and Hannah Slater make it clear that this is Daniel bpt 1747. Therefore it appears on the basis of the will that Daniel married 1777 to Mary Adams must be a different Daniel. The problem with this possibility is that no other eligible Daniels are known, and there is no known death of a second Daniel at present. O/S TO CHECK - burials for a second Daniel and for Mary Tipper nee Adams in Dilhorne, Norton and the surrounding parishes.11
