Further research shows that in the 1861 Census for Victoria Crescent, Horninglow, Burton on Trent, a Joseph WATTERS is recorded with his wife Elizabeth and three children, who include the names of two who are recorded in the 1871 Census in Oldham as WALTERS.
A Joseph WATTERS' Death is listed in the BMD registers at Q1 1864 Burton 6b 237.
It seems probable therefore that Elizabeth WATTERS was free to marry or take up a relationship with Charles Tipper, which subsequently failed.
Although Charles is listed as Single in the 1881 in Oldham and in 1891 Census in Hayfield NW Derbyshire, Elizabeth is shown on the 1881 Census as 'TIPPER' and Married. In 1895 Charles Marries Ellen Wagstaff in Hayfield Registration District but the new family moves to Hollingworth near to Hyde by 1901. Charles and Ellen and family are still in Hollingworth in 1911.6
